UNGASS Declaration of Commitment

The UNGASS Declaration of Commitment (DoC) on HIV/AIDS, adopted by all UN Member States in 2001, provides a comprehensive framework to halt and to reverse the HIV/AIDS epidemic by 2010, and includes specific and measurable milestones for 2003, 2005 and 2010. Every year, governments report on progress they have made toward implementing the DoC and the Political Declaration on HIV/AIDS.

This year, the High Level Review Meeting will take place on June 10-11, 2008, during the UN General Assembly in New York City. Involvement of civil society organizations is highly encouraged.(For more information, click here to download the PDF document.) A Civil Society Task Force has been formed to support the President of the General Assembly and UNAIDS in key decisions related to the high-level meeting.

Country progress reports were due on January 31st, and are available on the UNAIDS website.  ICASO has posted reports submitted by civil society organizations here.

The UN Secretary General report, which “reviews the progress made in implementing the 2001 Declaration of Commitment on HIV/AIDS and the 2006 Political Declaration on HIV/AIDS can be downloaded in six different languages (See Related Information Sidebar) The findings are based primarily on the reports (see country progress reports) of 147 Member States on their national progress in the response to HIV.”

A Civil Society Support Mechanism was set up at the end of 2007 by a coalition of community organizations, with support from UNAIDS.   It aims to provide communication, consultation, and coordination support for civil society to be meaningfully involved in the national and global reviews.
