Background

Shadow reports prepared by civil society organizations have been accepted by UNAIDS for the 2007 round of reporting, as they were in 2003 and 2005.

Although UNAIDS does not encourage the production of shadow reports by civil society, it recognizes that there will be instances where it would be necessary that civil society prepare these reports, particularly in the cases where civil society was not adequately included in the national reporting process, or where governments do not submit a Country Progress Report [taken from Monitoring the Declaration of Commitment on HIV/AIDS: guidelines on construction of core indicators: 2008 reporting].

Shadow reports are an important advocacy tool at national level, and should foster open discussion and assessment of progress between the governments, civil society representatives, and other key stakeholders engaged in the national response.

In an effort to support these initiatives, and to promote transparency and accountability, we will be posting (in alphabetical order) the shadow reports that we receive below. This list will also link to the official national reports (directly available on the UNAIDS website).
