David Barr

David Barr is currently the Director of the HIV Collaborative Fund at Tides Center. The Collaborative Fund is a project of the International Treatment Preparedness Coalition (ITPC).
He has a long history of AIDS activism and has been living openly with HIV since 1989. He was a Staff Attorney for Lambda Legal Defense and Education Fund from 1987 – 1990, where he worked on HIV anti-discrimination and HIV research policy issues. From 1990 – 1997, he was the Associate Director of Policy and the Director of Treatment Education and Advocacy at Gay Mens’ Health Crisis in New York, the world’s first AIDS organization.
He was a member of ACT UP New York from 1987 – 1991 and a founding member of the Treatment Action Group. He was the Executive Director of the Forum for Collaborative HIV Research at George Washington University from 1997 – 2001. In 2001, he served as the Chief Operating Officer for the Drug Policy Alliance. He was a founding member of the AIDS Community Constituency Group at the National Institute of Allergy and Infectious Diseases and was the first community representative to serve as a member of the NIAID ACTG Executive Committee.
He has served as a community consultant to the U.S. Food and Drug Administration and was a member of the Institute of Medicine’s AIDS Roundtable from 1987 - 1991. He is a founder of the annual National AIDS Treatment Advocates Forum. He is a member of the Technical Evaluation Review Group of the Global Fund for AIDS, TB and Malaria and a former Board member of the Canadian AIDS Legal Network. He also served as a member of the US Public Health Services Panel to Develop Guidelines for the Use of Anti-Retroviral Drugs.
David is a native New Yorker and lives in Fremont, New York.
