This guideline is intended to provide practical advice, tools and examples for civil society representatives from and serving key affected populations to assess needs for, develop proposals for and advocate inclusion of CSS components in proposals to the Global Fund. While this guideline focuses on the HIV proposals submitted through funding rounds, it can be useful for developing National Strategy Applications (NSAs), as well as TB proposals.
