This guideline is intended to provide practical advice, tools and examples for civil society representatives from and serving key affected populations to assess needs for, develop proposals for and advocate inclusion of CSS components in proposals to the Global Fund. While this guideline focuses on the HIV proposals submitted through funding rounds, it can be useful for developing National Strategy Applications (NSAs), as well as TB proposals.

At the 23d Global Fund Board meeting a decision was made on the new eligibility criteria for countries willing to apply for financial support from the Global Fund to combat the three diseases.
