During the 2001 United Nations General Assembly Special Session on HIV and AIDS(UNGASS--‐AIDS), the heads of government recognized the direct relationship between the promotion of human rights and the reduction of vulnerability to HIV, and that good results cannot be achieved only through isolated governmental actions, but rather the participation of civil society – and people living with HIV in particular –is necessary for the development and implementation of effective responses to the epidemic. This concept encouraged organizations to use the UNGASS--‐AIDS goals as a tool for monitoring the AIDS policies in their countries.
In Brazil this mobilization began in 2003. In 2010 AIDS service NGOs took an active part in the UNGASS--‐AIDS Working Group(WG). The WG was responsible for preparing the Country Report and was created and coordinated by the Ministry of Health’s Department of STD, AIDS and Viral Hepatitis to ensure that the viewpoint of civil society was taken into account in the process of creating the report.
