Global Fund Country Coordinating Mechanisms: A Prescription for Change in a Time of Peril

The development of a CCM model is among the radical innovations that have made the Global Fund a trailblazing and successful multilateral agency investing in the fight against AIDS tuberculosis and malaria. However this report provides a sobering picture about the reality of the challenges civil society faces on CCMs across the ten countries. Community advocates have identified several critical and common obstacles to their meaningful engagement in CCMs.

More importantly however, what this report shows is that despite its limitations, the CCM model is worth further support, strengthening and investment—more so in tough economic times. This small research and advocacy pilot shows that even with a limited amount of coordination, resources and focused advocacy civil society organisations were able to make significant progress in addressing the challenges they had identified. They were able to reform themselves (improved election process, improved coordination and communication with their constituencies) and they were able to win important policy changes (improved representation, CS PR, influencing content of funding proposals etc). Together these examples comprise a bold prescription for change for policymakers, the Global Fund, donors and implementing governments.
