This guideline is intended to provide practical advice, tools and examples for civil society representatives from and serving key affected populations to assess needs for, develop proposals for and advocate inclusion of CSS components in proposals to the Global Fund. While this guideline focuses on the HIV proposals submitted through funding rounds, it can be useful for developing National Strategy Applications (NSAs), as well as TB proposals.
Section 2, The Basics, and Section 3, Strengthening Community Systems of Key Affected Populations, provide information about “community systems” in the context of Global Fund programmes. Section 4, Actions You Can Take to include Community Systems Strengthening Components in Country Proposals to the Global Fund gives practical advice and good practice examples how to prepare and advocate the inclusion in your country proposal. If you are short of time and planning to start working on proposing CSS components in your country’s proposal you may want to skip right to Section 4. Section 5 gives some recommendations on regional and global advocacy work you may want to get involved with to make it easier to incorporate strengthening of community systems for key affected populations.
